Action Alert: Help Protect the Lives of Americans with HIV/AIDS   :)
Dear Friends,
Health care reform is moving quickly through Congress, and while reform is important, provisions are at risk that would protect people living with HIV/AIDS as well as those most vulnerable to contracting the virus.  Opponents are citing high costs, but 50% of people living with HIV/AIDS in the U.S. do not have regular health care and their lives could be at stake.
Please help advocate in support of key components of the legislation that protect people living with HIV and AIDS.
Here’s how you can help:
Call both your U.S. Senators in their Washington, D.C. office.  Ask to speak to the staff person who handles HIV and health care issues.  You might get their voicemail or you might speak to them in person.  Either way, tell them:
"My name is ____________ and I live in (city/state).   I am very concerned that
health care reform will not meet the needs of people living with HIV/AIDS.  I ask that
any final health care legislation eliminate the disability requirement for Medicaid and
ensure that all low-income people, including childless adults, have early access to care. 
I ask that it also include language from the Early Treatment for HIV Act which expands
access to Medicaid for people living with HIV.  Finally, I ask that it have a public plan
option to best ensure affordable access to comprehensive care for people with HIV.  
All three provisions are crucial to ensure that people with HIV/AIDS have early access
to the care and treatment that can keep them healthy and productive. I urge Senator
______________ to do everything in his/her power to fight for these important
provisions."

You can reach your Senators by calling the Capitol Switchboard at 202-224-3121.  If you don't know who your Senators are, go to www.congress.org and enter your zip code in the upper right corner.
Phone calls are particularly effective right now because Congress is moving quickly. However, if you prefer to send an email, go to your Senator's website (linked from www.senate.gov). You will find instructions on sending emails to that office. Cut and paste the phone message, make sure your name and the Senator's name are included and add a short personal note explaining why this issue is important to you.
The move to reform health care in the United States must ensure that everyone living with HIV benefits from early and reliable access to lifesaving care and treatment. Coordinated action by our entire community is needed to make sure Congress knows how important these three core provisions are for all of us.

Conservatives in Congress, including some Democrats, are trying to kill Obama's public health insurance option not by opposing it outright, but by pushing weak half-measures and calling them "public plans."1 The latest is a proposal for small, regional "co-ops" that would have no chance of competing against insurance companies to bring costs down.2
If we act immediately, we have a good shot at defeating ploys like the "co-op." The key is to make it clear that we support a strong public health insurance option and lay out exactly what that means.
Click below and we'll fax a flier in your name (for free!) to Sens. Conrad and Dorgan that sets the bar for a strong public health insurance option. Faxes come directly into the office, so staffers are guaranteed to see them. And if enough of us send faxes, staffers will pass the flier on to their senator.
It's up to us to remind our senators that an overwhelming majority of Americans—83%—supports a public health insurance option,3 and that weak half-measures like the "co-op" plan are no substitute for real reform.
The flier says: "A strong public health insurance option must be part of health care reform this year," and outlines key criteria that a plan must be based upon:
Available to all of us: A strong public health insurance option should be available to anyone who chooses to participate. If you like your current plan, you can keep it; if you want to participate in the public health insurance plan, you can choose that. A national plan with real bargaining clout: In order to truly control costs and compete with private health insurance plans, a strong public health insurance option must be available nationwide. Ready on day one: Every day we wait on real reform, health care costs continue to rise. A strong public health insurance option with a broad network of providers right out of the gate is key to building a competitive program that will help control costs. A truly public plan: To ensure it's held to the highest standards of accountability, a public health insurance option must be truly publicly run—accountable and transparent to Congress and to voters.

[USLEAP has received this important action alert from the School of the Americas Watch.  The School of the Americas, which continues to function in Fort Benning, GA as the Western Hemisphere Institute for Security Coooperation, has trained thousands of Latin American soldiers in counter insurgency measures.   Many of those trained have gone on to engage in egregious human rights abuses against civilians, including Latin American trade unionists.  We urge you to respond to this request for action.  For more information, visit www.soaw.org]

SOA Watch has received confirmation that Congress will vote on an amendment to the Defense Authorization Act that would require that the School of the Americas/WHINSEC to release the names, ranks, country of origin, courses and dates attended of students and instructors at the institute.
The amendment will be offered by Representative Jim McGovern (D-MA), Representative Joe Sestak (D-PA), Representative Sanford Bishop (D-GA) and Representative John Lewis (D-GA) and we expect the vote to happen on Wednesday, June 24.
For the past few years, despite the WHINSEC PR machine proclaiming an open and transparent school, the WHINSEC has been unwilling to provide information about the students and instructors. The Pentagon secrecy took effect after research revealed that the SOA/ WHINSEC continues to train known human rights abusers, and that instructors have been involved in numerous crimes. Freedom of Information Act requests since FY 2005 have all been denied, proof of WHINSEC's unwillingness to submit to oversight from the public whose tax-payer dollars help fund the school.
Access to information regarding SOA/ WHINSEC graduates of previous years has been a valuable asset to human rights organizations who have been able to identify Latin American military officers and police that have committed human rights abuses or engaged in criminal activity in their home countries after attending the school as instructors or students.
SOA Watch supports the release of this important information at all U.S. military training facilities in the spirit of openness, transparency, and the public's "right to know." We see gaining access to the names of SOA/ WHINSEC graduates and instructors as a crucial step towards closing the SOA/ WHINSEC for good.
We expect a close vote and it is crucial for the success of this amendment that you contact your Representative TODAY and TOMORROW!
